During Xiaokang’s observation in 2006, all kinds of conflicts in different areas of our society revealed the shortage in our construction of so called “small” system: the procedure of executing is not accomplished, the system of supervision still has some holes, and the punishment rules are not perfect. Now we are reviewing the system construction of the ten most important areas, to record the changes of China and to expect the new system to bring us harmonious relationship between people.
