This paper mainly deals with the open features and quality control of distance education and their relationships.Based on the analysis of the traditional educational systems and distance learning modes, the paper advocates that the latter provides more opportunities for learners to engage themselves in learning. The authors point out that the advantages of distance education can only begin to work when its system is completely open.By analyzing the quality control systems of distance education, the paper insists that quality control is key to distance education. Among the various factors influencing the quality control systems, teachers are the most important, while learning materials and learner support systems are also very important. Testing is the main means. In order to control its quality, distance education must and have to balance these factors.The open features and quality control of distance education are closely related with testing bridging them up. 50% is the ideal passing grade for the courses taken by distance learners.
