Judging by the lessons learned from the 3-year practice of the Pilot BA Program, the first one ever in RTVUs’ history, the author puts forward a series of policy changes on how to further open up the RTVU networks in the early years of next century. These gradual changes include:1. collaborations with key conventional universities in order to enhance the quality of teaching, especially the quality of content; 2. a limited open entry policy to test whether the RTVUs are ready to open; 3. more efforts on opening up the teaching process to create a learning environment; 4. a better monitoring system and formative evaluation mechanism to produce learning outcome; 5. top priority always given to quality rather than quantity, and 6. a necessity of clarification and analysis on the universal misunderstanding of "open education" in China, and of setting up a new frame of reference, i.e., a complete four-year undergraduate program in order to redefine the present BA course model.
Distance education is a borrowed and imported term amd educational endeavor from outside of China. However, beginning from the spring of 1998,the term long distance education (yuancheng jiaoyu,远程教育), which had been used among few educators in and out Chinese mainland,has got round fast and is tending to take the place of the well-accepted term distance education (yuanjuli jiaoyu, 远距离教育).The authors first present the historical changes Of the Chinese version of distance education terminology, analyze both distance education and longdistance education theoretically and linguistically,compare the two terms in their Chinese translation and recommend that distance education is a far better term, if not the best at this moment,than long-distance education.Finally, the authors emphasize the importance of the standardization of distance education terminology, and put forward a series of rules to standardize the terminology of distance education in Chinese language.
十、人员交流、培训、留学与中外合作办学1.人员交流(含国外和境外)随着世界银行贷款项目的步步深入,电大对外交流日趋活跃,涉及到更多的地方电大,如武汉电大1985年会同市教委与加拿大国际开发署(CIDA= Canadian International Development Agency)及加拿大成人教育协会(CAAE=Canadian Association for Adult Education)签署无偿援助武汉市电大的协议,用于引进电教演播系统和派遣22名教师、技术与管理人员赴加拿大学习;国务院批准江苏电大自1986年起聘用外国文教专家,参加地方电大联办英语专业建设和日常英语教学,面向全国服务。
