Along with the beginning of the Cold War, America put forward the issue of making peace with Japan, trying to make Japan to become America’s ally and to reserve the right of army residence in Japan after the conclusion of peace treaty with Japan. After the break\|out of the Korean War, America speeded the pace of peace making with Japan, excluding the Soviet Union and China from a peace settlement with Japan. For safeguarding their respective and common interests, the Soviet Union and China mutually consulted and cooperated in the process of resistence to peace settlement with Japan controlled by America. In the final peace treaty made by USA, Chinese legal rights and interests were harmed, and China was excluded from the peace conference in San Francisco. The Chinese government strongly condemned and opposed the American conduct. Stalin refused to sign the peace treaty with Japan, because the treaty dissatisfied the Soviet Union’s demands,and the Soviet Union and China had reached the agreement that both countries would sign this treaty together. If Stalin had signed the treaty, he would have run risks of damaging the Sino\|Soviet allied relations and cooperation in the Korean War.
